The College Development Council (CDC) of Berhampur University was established as per the guidelines of the University Grants Commission and in accordance with the Statute-253 of the Orissa Universities First Statutes, 1990. The major objectives of the College Development Council is to have an interface between the affiliated colleges and the University; to act as the gateway to the University Grants Commission, New Delhi and to take pro-active initiations to improve the quality education in college level. The CDC is operational by one of the senior-most Professor of the University in addition to his own duties as the Director of the Council.
Seventy-three colleges affiliated to Berhampur University are enlisted section 2(f) and 12 (B) and 15 colleges under the section 2(f) of the UGC Act, 1956. Some of these colleges avail UGC financial assistance for academic development of the Colleges. CDC forwards all proposals of the affiliated colleges to the UGC, for getting financial assistance under infrastructural grants, library books, equipment, major and minor research projects, organisation of seminars and conferences, autonomy grant, teacher fellow and other developmental schemes of the UGC.
